Optimism Governance Vote: Shifting 546.9 Million OP Tokens to Strategic Ecosystem Fund
The Optimism Foundation just put 546.9 million OP on the table — and I don't mean as a giveaway.

According to KuCoin, the foundation submitted a governance proposal in early August to redirect the remaining 546.9M OP originally earmarked for user airdrops into a new "Strategic Ecosystem Fund." If you were holding out hope for round six of the OP airdrop, this is the moment to pay attention.
The Vote and the Quorum Problem
Voting kicked off August 14 (Beijing time) and closes August 20 at 12:07. Here's where it gets interesting — and a little ugly. On-chain data shows roughly 9.105M OP voting in favor and 4.258M OP voting against. The quorum threshold sits at approximately 16.54M OP, and current participation is still significantly below that line. Translation: even if the "yes" side wins the popular vote, the proposal could fail on quorum alone. If you hold OP and you're not voting, someone else is making this decision for you. Delegation is the only lever that matters here.
The Buyback Cliff and the TVL Reality
This isn't happening in a vacuum. Optimism hasn't executed a buyback since May, after completing two monthly rounds in March and April. March: 367.905 ETH spent to repurchase 6,951,453 OP. April: 50.16 ETH for 925,654 OP. Total repurchased: 9,451,924 OP, valued at roughly $756,200 at the latest price of $0.08. The foundation said it will reassess after the 12-month period ends and made no commitment to long-term continuation. The broader picture is brutal: Optimism's TVL has cratered from a $5.5 billion peak down to $526 million per DefiLlama. The official strategy has pivoted toward "targeted growth initiatives" focused on measurable retention and revenue — a polite way of saying the airdrop era is effectively over. Year-four allocations dropped approximately 35% versus year three. Governance fund new supply fell 53% YoY, Retro Funding spending dropped 30%, and airdrops were eliminated entirely.
What I'm Watching
The foundation's year-five projection anticipates about 273M new OP entering circulation, with roughly 200M of that allocated to the ecosystem fund. If the reallocation passes, that "Strategic Ecosystem Fund" absorbs the 546.9M OP that was supposed to go to users. Five airdrops between 2022 and 2024 distributed only about 269.1M OP — roughly 33% of the originally reserved 816M. The promise of "we'll get to the rest" has been the implicit social contract for years, including as recently as Airdrop 5 in October 2024, when the team noted approximately 550M tokens remained available.
Bottom line: Vote if you hold OP and care about the outcome. The quorum is the real gate, not the popular vote. If you're still pricing future OP airdrops into your model, that assumption just got a lot weaker.
